The lockdown comes as Victoria recorded an additional 11 new cases of COVID-19 on Thursday, taking the escalating cluster total to 35.

Masks must be worn, and people may only leave home for essential reasons.

Meanwhile, cafes, restaurants and hotels can provide only takeaway food and beverages.

Weddings and church services are banned.
